It is with deep sadness that we share that our colleague and friend, Sandy Rostkowski, Diakon’s Director of Housing, has passed away.
Sandy was known for her warmth, kindness, and the way she made people feel genuinely valued, both within Diakon and in her Scranton community. Through her leadership and compassionate presence, she made a meaningful difference in the lives of residents, families, and co-workers alike.
Many will also fondly remember her dog, Copper, Diakon’s “Chief Happiness Officer,” who brought smiles and comfort wherever she went alongside Sandy (see our last post).

Sandy Rostkowski is Director of Housing Management for Diakon and is responsible for the oversight of four rental-assistance (U.S. Housing and Urban Development) properties in eastern Pennsylvania and western Maryland. A property management specialist with more than 32 years of experience in HUD-related affordable housing, she is a Certified Manager of Housing, Accredited Resident Manager and Certified Occupancy Specialist; further, she holds a (escrowed) Pennsylvania real estate license.

Ms. Rostkowski is a member of the PennDel Affordable Housing Management Association and has served on the group’s Education and Training Committee. Before joining Diakon, she was a senior asset manager with Pennsylvania Multifamily Asset Managers and a regional property manager with Pennrose Management Co. and Community Realty Management.

A graduate of Leadership Wilkes-Barre, Ms. Rostkowski has an associate degree from Keystone College and a bachelor’s degree from Lock Haven University. She is currently a board member of the Housing Development Corporation of NEPA and is active in several community fundraising events, including Special Olympics and the Commission on Economic Opportunity/Weinberg Food Bank. She also serves as a puppy raiser with the Guide Dog Foundation for the Blind.
